Implement the chosen solution by merging the carry-through rule into the existing instruction lines, adding AI instructions to the decide reply, and incorporating a not-carried-out list in take_work. Then, test the changes on a proof account to ensure they work as intended.

The success of the change will be measured by testing it on a proof account, where the decide reply should carry AI instructions, take_work should list the decided case as not carried out, and after the AI reports what was done, it should no longer be listed.
