Accept an application to your program
Accept one application to a program this person hosts, so the applicant can pay and start
Takes program (a program id) and applicant (the applicant_ref from tool:read-client-feed). The applicant is told they are accepted and can start the program from their application page; the notice about the application is settled. Accepting again changes nothing.
