Apply accepted file suggestions
Apply the title and folder suggestions this person accepted as one tidy-up: record each title and move each file into its folder by name
Every accepted suggestion (or those of ids) is checked again first: a file renamed, moved or replaced since, what is known about it changed since, or a name already taken refuses that one (state stale, with why). The rest are applied together as one tidy-up that can be undone; the files' bytes are never touched. Returns tidy_up, applied, refused ({ id, name, reason }) and said.
