Open a layout on the person's screen
Change what this person's Trillion page shows to one of their layouts, now, at a time of day, or when something happens
Give layout_id (from read_layouts). Their open Trillion page switches to that layout, and the arrangement it replaces is kept as Previous layout. A schedule runs it as { "tool_id": "tool:open-a-layout", "input": { "layout_id": "..." } } to show one layout in the morning and another in the evening; a rule runs it the same way when something happens. A layout this person does not have opens nothing.
