Give file: the browser's saved-items file already in this person's files, by its identity (1f: then 64 hex) or its name. For Arc it is ~/Library/Application Support/Arc/StorableSidebar.json on their Mac; send it first with write_file or start_file_upload. format (optional) names the browser when it cannot be told from the file. Every group (an Arc space, and Favorites) is kept as one file under /Saved links, replacing that group's earlier file, as JSON: { saved_from, group, updated_at, links: [{ title, url, folder, saved_at }] }. Returns each group's file and how many links it holds. Tabs that are only open (Arc's Today) are not saved links and are left out.
