Give title (what to tell them, in a few words), and optionally body (a sentence or two, or a list of names), kind (the kind of news, one of the kinds on their Notification settings screen, like needs-you, video-made or work-finished; any other kind is told as update), about (the thing it is about, { kind, id } like { "kind": "decision", "id": "<case_id>" }, so a tap on the notice on any device opens that thing itself), open (an address in Trillion starting with /, when about cannot name it), refs (ids the kind's address uses, like { "file": "1f:..." }) and key (the same key again tells them nothing twice). It reaches only this person, through each channel that kind goes through that they have on and that can send. Returns told (true when at least one channel took it), channels (what each channel did, in words) and said.
